Welalurd announces to all foreigners in Carthage, all emissaries, tradesmen, so they can spread the word.

Quintus was walking from the Curia to Censor's office. It had been a long meeting. Days before, a messenger had arrived at Ostia, announcing that legitimate government of Carthago had been restored. Senators, in absence of the Censor, had asked him the opinion of Marcus Aurelius about diplomatic relations with Carthaginian Nation. He confirmed some of the information received and explained that Censor was in favor of restoring and improving relations with Carthaginians. After a brief discussion and vote, it was decided to send an official message from the Republic.
Back in his desk, and after dispatching some outstanding issues, Quintus sat down and began to write:

Greetings from the Roman Republic...
Senate and People of Rome are pleased to hear again news from your City. It's been a long time since we received a message from Gisgo Magon, your predecessor in office. I apologize for titles used in this letter to refer to your person but, ignoring current configuration of your government, we have had to employ those of your predecessors.
Roman Republic is pleased that turbulent times for your people have ended, and finally a new legitimate government has restablished order and peace. We hope your Great City will soon become again the prosperous seat of mediterranean trade that used to be the past, regaining its former glory and wealth.
Therefore, to affirm commitment of the Republic for peace and cooperation between our peoples, from this point on our mutual relationship is set as Neutral; and every carthaginian citizen is allowed to visit roman territories and provinces with no inconvenience and without previous permissions. Your merchants and trade vessels are also allowed to enter our harbours in every province, asking for help and support from our magistrates and governors if necessary.
Senate also asks your government permission to restore our former emporium along Commercial Harbour of your City, so that trade between us could be reorganised and bring benefits for both countries.

Welalurd received the letter from Marcus Aurelius in the outskirts of Carthage, being on the march to take the nearby provinces back under the control of Carthage.
Camp was established, so he moved to his tent to write a response.

We would please to welcome Roman emporium in our commercial harbour of Carthago, free trading is encouraged by our people, but I have to warn you that Roman soldiers may not enter along your traders, carrying weapons is forbidden to all except Carthaginian guardsmen and soldiers.
Such measures were taken to prevent the chaos that took place before me, conflicts between the influential individuals of the City, personal arguments "solved" by sword and to stop any bandit attempts to assault the City by surprise.
Regarding movement of foreigners in Carthage, everyone is welcome to enter our commercial harbours in any city we now or will possess, and involve in trading, but moving towards mainland requires special permission by our Council - continental parts of Africa are not that inhabited as our coasts, and it is much harder to control for renegade mercenaries, and similar possibilities.
Your mentioned titles are correct, for I have kept the same system of my predecessor, for the sake of tradition and continuity of our culture.
Such symbolical acts are there for our land not to lose its identity due to the chaos that took place, but soon, Carthage's word will again be respected.

As the letter from the Great Punic merchant city of Cartage came to Athens Epistates it was quickly presented and read to the Boule marked "urgent". After hours of discussion, a main form of the response was made by most of bouletai.
The basis of the letter was sent back to Epistates to write the proper response and to be voted by the Ecclesia, the letter is then formed and sent to Strategos chamber to be approved and sent as a response back to Carthage.

There was a process of investigating certain Greek rich-folk in Carthage about bribery and corruption, causing chaos in the city, before the arrival of Welalurd's order.
Welalurd decided to wait for it to end before replying to Longbeard of Hellas.
He started writing a reply to Elymian sovereign.
