This seems to me a very good solution for a subject we use to debate in extend on the other servers, but excluding the Chancellors it doesn't seems right to me.
It's the Challenger vs. the King, Chancellors are players, part of the nation the destiny is decided and have the right to be part of the decision process.
If you're gonna tell me that the King controls (some of) them, he can always demote them for a day to cast the vote and appoint them back.
